The image will be refreshed. - ↑ Prior to October, 2008 the fund operated as a fund of funds, comprised of Vanguard's European, Pacific, and Emerging Markets stock indexes. The fund expense ratio was a weighted composite of the underlying funds expense ratios (see Acquired fund fees and expenses). In 2008 - 2009 the fund transitioned to directly owning its stock market investments. The fund added Admiral shares and an ETF share class in 2011.

- Total International Composite Index through August 31, 2006.
- MSCI EAFE + Emerging Markets Index through December 15, 2010.
- MSCI ACWI ex USA IMI Index through June 2, 2013.
- FTSE Global All Cap ex US Index thereafter.
The Composite Index included the MSCI Europe Index, the MSCI Pacific Index, and the MSCI Emerging Markets Index. Prior to August 24, 2006, Vanguard used a custom MSCI Select Emerging Market Index for emerging market stocks.
