I am curious about this also - I am also looking to transfer from Vanguard to either Schwab or Fidelity. Yesterday, Schwab has told me that they no longer offer a transfer bonus, but will match one from a competitor. I have not gotten to discussing bonuses with Fidelity yet.
For context, I am working with a local representative who would be my contact point.

I'm not sure what Schwab is looking for in terms of "proof of offer" but you could try giving Schwab the direct URLs above.
Failing that, open an account with ETrade or Ally following their directions for opening an account to get the promo. You don't have to transfer assets, just opening the account should result in you getting an email from them indicating the terms for the promo. You could provide the email to Schwab for proof (again, if it comes to that).
