Long-Term Services and Supports Scorecard by State

Post by SuzBanyan »

I recently became aware that since 2011, a series of reports — scorecards— have been published looking at how well each State and the District of Columbia provide Long-Term Services and Supports: https://www.longtermscorecard.org/.

The Scorecard explains in its FAQ: “Long-term services and supports (LTSS) may involve, but are distinct from, medical care for older people and adults with disabilities. Definitions of the term vary, but in this report, we define LTSS as: assistance with activities of daily living and instrumental activities of daily living provided to older adults and other adults with physical disabilities who cannot perform these activities on their own due to a physical, cognitive, or chronic health condition that is expected to continue for an extended period, typically 90 days or more.”

While there has been some changes in the State’s rankings over time, there has been a lot of consistency as well, with Wisconsin and Washington scoring very high and some other states having consistently scored very low. Has anyone used this or similar information as a factor in determine whether it makes sense to retire to (or from) a particular state?

Yes. I moved back to VT knowing full well that it's not a low tax state. It will be difficult to discuss this topic in full without going down the forbidden politics track, but let's leave it at: you get what you pay for. Maple syrup is expensive, but the alternatives are not fit for human consumption.

Even assuming* this scorecard is measuring anything meaningful at a state level, I would never ever move because of this. If you get to a stage where this stuff matters, your personal social support network (family primarily, close friends, etc.) is going to be far and away the most important thing.

So stay put where you have deep roots, move close to your kids, etc.

*which is a big assumption. Reminds of of when people compare school districts across states, not realizing that the variation within a state overwhelms variations between states

**it’s also worth nothing the authors all seem to work for the AARP, which is hardly a neutral organization on these topics

***it’s also several years out of date
