Clarifying Question About Form 5500

Hello! I have a quick clarifying question about filing the Form 5500. All my research states that filing Form 5500 is not required unless plan assets exceed $250k or the plan has been terminated. My husband has a solo 401k with a balance way below $250K; however, Fidelity recently sent us forms to "assist in the filing of Form 5500."

Is this something Fidelity just does with all solo 401ks regardless of balance? Or am I missing some caveat that would require a Form 5500 filing? The plan is still in affect and has not been terminated.

Fidelity does that for my DH's Keogh plan (which doesn't yet need a form 5500 either) so I think they do it for everybody.
