mortgage application for my widowed mother

My mother who is in her 80s is considering buying a home again.
She sold her home a few years after my father died.

Does my mother simply choose the entity with the lowest rates?
She does her banking with Chase.

Owning, very simple. Been through a lot of refi's, they are the best.

On https://www.owning.com/mortgage/ page,
it says Products available only on properties located in California.
Is that right?

I'd pick the lender based on the rate and terms (fees). I've found big banks are usually not competitive unless you are getting some kind of relationship discount. Some lenders really nickel and dime you on fees. I'd start with a site like Bankrate where you can see a lot of rates at one time and compare.
