IRMMA---got married--when does it change?

I was single, filed as single, and got married February 2021.

Single, I was paying IRMAA.

In early 2022 we will file jointly for 2021.

Am I correct that I will pay IRMAA as a single until 2023 when they look at the 2021 return, see that I'm married, and use the married brackets ?

If your present joint income does not result in IRMMA, I think you can appeal the 2021 IRMMA based on your marriage- it is one of the life events.
I don't know how far back you can ask for a refund of the 2021 IRMMA.

Correct. The Medicare surcharge is based on your tax return from two years prior.
