My experience has been that SSA requires the original of at least one of those two forms of ID. As I mentioned these items have to be USmailed to SSA, they can no longer be dropped off at an SSA office as was previously the case. As long as people pay super high prices and they don’t end up with a lot full of unused cars, I don’t think they have a reason to lower their prices. And yes, getting replacement vehicles for those that they sold takes time, too.

Since this is a medical provider, I would wonder (and ask them in writing if the notification didn't state it) if any of the patient medical records were accessed/stolen as well. Medical data may be included in appointment or billing data as well.
