You can. The secondary user also needs to set up a free account. Then the primary user creates a shared collection and invites the secondary user to access the collection.

I've tracked our expenses. Non-discretionary spending is approximately two-thirds of total spending. It was valuable for me to see what it would take for me to get by without the extras if I ever need to.
