Just withdraw in a way to keep the same AA, or nudge toward it. This means you automatically withdraw more from bonds after a crash, which is what you want.

Yes, though realistically no one quits on the day of hitting their number. Realistically one would stick around until the RSUs fully vest or receiving bonus or what have you. But the market conditions should not have any bearing on your decision.
