You should open an Ally savings account (0.5%) and put cash there. Then connect the Ally account with Vanguard brokerage. Have Vanguard send the 2 small deposits to Ally. When you want to trade, just buy directly using money from the Ally account. No need to put money in settlement first.

Maybe you can ask to speak with someone handling business accounts? Customer reps are highly variable in terms of their knowledge. Also, I think they have a business credit card unit, which may give you larger credit lines you need.
