I would second the recommendation of a rotary cutter. It will run nicely along any straightedge you can provide, and you should be able to apply sufficient force to cut through the rubber.

I would not go 20k miles. Unburnt fuel seeps into the oil. That makes it the dark color. Sounds like a good option if none of the original assumptions made going into the lease ever change. I think the major assumption that would have to change would be the residual value of a 3-year-old Honda.
